1st, create your sbs account

open this --> http://sbscert.sbs.co.kr/

click the word "회원가입"(the red box) as in the picture below:

2nd : when the page has finish loading, click "agree" to all the boxes! lastly, choose "foreigner for overseas".

3rd : fill the registration form. don't worry all its options are in english. you have to scan your identification card to be uploaded / faxed it to the sbs for confirmation of your account.
